OUR VOICES CAN’T WAIT UNTIL AUGUST.

As we move into 2026, our district faces a unique and dangerous challenge. Following the passing of Representative Doug LaMalfa, the North State is currently unrepresented in Congress. While we wait for the special election, major federal decisions are being made without us.
We are not waiting for a new Representative to speak for us. As is our right under the US Constitution, we are taking our concerns directly to the Speaker of the House.
You may have already seen the clipboards. Over the last few weeks, we launched a formal Rule XII Memorial Signature Drive. Under a rarely used House Rule, we are filing three legal "Memorials" forcing Congress to enter our community’s concerns into the official Congressional Record.
Why Your Signature is Urgent:
Call to Protect Our Hospitals: The 12% cuts to Medicaid funding and the loss of "Critical Access" status have already forced local closures and bankruptcies. We are requesting a "LaMalfa Rural Health Initiative" to restore funding for our local ERs and ensure no more of our neighbors die because life-saving care was too far away.
Calling for an End to Neighborhood Terror: Our tax dollars are currently being used to fund paramilitary-style enforcement "surges" that have brought violence and fear to our nation’s multicultural neighborhoods. Without a Representative to provide oversight, these tactics would go unnoticed in our District if they are brought here. We are petitioning for an immediate investigation and a return to community safety.
Call to Create An Agricultural Safe Harbor: While we recognize the House’s intent in H.R. 1 to fund national security, the practice nationally has created a "chilling effect" threatening the $1.5 billion agricultural output of the North State.

Note on Prop 50: Despite the current map confusion in Sacramento, if you live in Butte, Shasta, Tehama, or the surrounding counties, you are a constituent of the 1st District and your signature is legally valid for this federal petition.
Let’s show Washington, even without a vote in the House, the North State still has a voice.
Petition #1:
SUBJECT: FORMAL PETITION FOR THE "LAMALFA RURAL HEALTH INITIATIVE"
I. PREAMBLE
We, the undersigned, write to you in the wake of the loss of our Representative, Doug LaMalfa. As we mourn a public servant who dedicated his life to the North State, we find ourselves in the shadow of a legislative irony we believe must be rectified to prevent further loss of life among the constituents he left behind.
II. THE GRIEVANCE: THE UNINTENDED CONSEQUENCES OF H.R. 1
While the "One Big Beautiful Bill" was championed as a fiscal necessity, its implementation has dismantled the safety net of Northern California. The closure of Glenn Medical Center and the insolvency of Oroville Hospital are direct results of the funding shifts within Public Law 119-21.
On January 6, 2026, the fragility of this new system was laid bare. Our Representative—a man who supported this very legislation—became its most high-profile casualty when he had to bypass a struggling local hospital in Oroville, for a distant hospital in Chico, Ca., during a time-sensitive vascular emergency. This tragedy underscores a hard truth: when rural healthcare is sacrificed for national fiscal targets, the consequences are measured in the “golden hour" of survival.
III. THE CENTRAL ASK: THE LAMALFA RURAL HEALTH INITIATIVE
We respectfully petition the Speaker to introduce and support the LaMalfa Rural Health Initiative, an emergency legislative package designed to:
Grant Immediate "Protected Status" to rural hospitals in counties with fewer than 10 people per square mile, insulating them from the Medicaid reductions of H.R. 1.
Provide Federal Stabilization Grants to facilitate the emergence of Oroville Hospital from Chapter 11, ensuring it remains a viable trauma hub.
Restore Critical Access Funding to facilities like Glenn Medical Center in Willows CA. serving as the only emergency option within a 30-mile radius.
We urge the Health Subcommittee to coordinate with the Veterans' Affairs Subcommittee on Health to ensure the principles of the 'Health Desert Reform Act' are expanded to protect all rural civilians under the LaMalfa Rural Health Initiative.
IV. CONCLUSION
Representative LaMalfa was a man of the North State who believed in the legislation he signed. We ask the House to honor his memory not just with words, but by fixing the gaps in the legislation that eventually claimed his life. We request this memorial be entered into the House Journal and the Congressional Record.

SUBJECT: Petition for the Redress of Grievances regarding Lethal Enforcement Tactics and the Erosion of Public Safety in Unrepresented Districts.
I. STATEMENT OF GRIEVANCE
We, the constituents of California’s First Congressional District, currently without a voting Representative, submit this formal memorial to express our profound alarm at the violent escalation of federal enforcement within our nation’s neighborhoods. We are the United States of America, and what happens to our neighbors in another state is as impactful as if it had happened a mile away.
While Public Law 119-21 authorized historic funding for "security," the implementation of these funds has manifested as a campaign of intimidation threatening the lives of our neighbors and the safety of our multicultural community.
II. THE HUMAN TOLL OF AGGRESSIVE ENFORCEMENT
In the weeks following the passing of Representative LaMalfa, our district has witnessed an unprecedented national surge in aggressive federal tactics without the protection of Congressional oversight. We bring the following grievances to the House’s immediate attention:
Neighborhood Intimidation: The use of "surround and saturate" tactics in residential areas, which our community views as a form of state-directed terror, has shattered the peace of our families and children.
Lethal Consequences: We note with horror the rising death toll in ICE custody—including at least six recorded deaths nationwide in the first two weeks of 2026 alone—and the reports of lethal force used against residents, including citizens, during "raids" and transit stops.
The Crisis of Custody: The reduction in federal oversight and medical provider payments under H.R. 1 has turned detention facilities into environments of neglect and, in some cases, homicide, as documented in recent reports from the Office of Detention Oversight.
III. THE PRAYER FOR RELIEF
We respectfully petition the Speaker and the House of Representatives to:
Cease and Prohibit Violent "Surge" Operations: Immediately prohibit the use of paramilitary tactics and "neighborhood sweeps" in the 1st District until a voting Representative is seated to oversee these operations.
Accountability for Loss of Life: Mandate an immediate Judiciary Committee investigation into every death occurring in ICE custody or during enforcement actions, including but not limited to those in the State of California since the enactment of P.L. 119-21.
Protective Transparency: Require federal agents to coordinate all non-criminal actions with local community leaders to prevent the "terrorizing" of neighborhoods and to protect the safety of all residents, regardless of status.
IV. FORMAL REQUEST
Pursuant to House Rule XII, Clause 3, we request this memorial be entered into the House Journal and referred to the Committee on the Judiciary for immediate action to prevent further loss of life.

SUBJECT: Petition for the Redress of Grievances regarding Agricultural Labor Stability and Federal Enforcement Surges.
I. STATEMENT OF GRIEVANCE
We, the constituents of California’s First Congressional District, currently without a voting Representative to advocate for our local economy, submit this memorial regarding the recent surge in federal immigration enforcement. While we recognize the House’s intent in H.R. 1 to fund national security, the localized application of these funds has created a "chilling effect" threatening the $1.5 billion agricultural output of the North State.
II. ECONOMIC AND SOCIAL DISPLACEMENT
Our community is a multicultural tapestry where neighbors are also vital labor partners. The recent aggressive tactics by Immigration and Customs Enforcement (ICE) nationally and within rural California have led to:
Labor Flight: Critical disruptions in the harvest and maintenance cycles for crops rice, almonds, and walnuts, as families are afraid to go to work.
Fiscal Misalignment: Our federal tax dollars, authorized by the "Big Beautiful Bill," are being utilized to destabilize the very workforce that drives our regional economy.
Community Fragility: The "surges" occurring in an area already reeling from the loss of its Representative and the closure of its rural hospitals would create an atmosphere of fear rather than the "security" the legislation promised.
III. THE PRAYER FOR RELIEF
We respectfully petition the House to:
Implement an "Agricultural Safe Harbor" Provision: Restrict the use of H.R. 1 enforcement funds in counties with a high "Ag-to-GDP" ratio until the 1st District seat is filled.
Prioritize Workforce Integrity: Redirect enforcement focus away from non-criminal laborers who are essential to the American food supply chain and other aspects of daily life.
Oversight Hearing: Conduct a subcommittee hearing specifically on the "Economic Impact of Federal Enforcement on Rural Northern California."
IV. FORMAL REQUEST
